As per his words on Talksport radio (h/t Football.London), former manager Graeme Souness is not in favour of the Blues targeting Everton youngster in this transfer window.

Everton have already rejected a bid from Chelsea worth £45m. Currently, £50m seems to be the price that Chelsea have to fork out to secure the signing of the 21-year-old Englishman.
After seeing their initial bid rejected, Chelsea hasn’t yet returned with another offer for Everton.
The 21-year-old is open to leaving Everton if Chelsea comes calling could be a boon for Thomas Tuchel. He has seen several players leave the club this summer and could do with several reinforcements.
Gordon can play anywhere across the forward line and is capable of holding his own as a wide midfielder. Meanwhile, Chelsea are still in the market to sign Pierre-Emerick Aubameyang, Frenkie de Jong and Wesley Fofana. So, money would be important here.
