Chelsea has been accused of violating 74 Football Association (FA) regulations concerning agents, middlemen, and player investments made by third parties. After completing their purchase of the club in May 2022, a consortium led by Todd Boehly and the private equity company Clearlake Capital discovered what they believed to be accounting irregularities left over from Roman Abramovich’s ownership of the club.

The allegations mostly pertain to 2010–2016, although they also include the years 2009–2022. Chelsea’s deadline to reply is September 19. According to sources who spoke to ESPN, Chelsea would prefer a monetary penalty over a possible points deduction or other athletic penalties.

After Chelsea voluntarily acknowledged what was referred to as “incomplete financial reporting” during the Abramovich period, the club agreed to pay UEFA €10 million ($11.6 million) in July 2023.

Chelsea FC has been charged by the Football Association with violating the FA Football Agents Regulations J1 and C2, the FA Regulations on Working with Intermediaries Regulations A2 and A3, and the FA Third Party Investment in Players Regulations A1 and B3, according to a statement issued Thursday morning.

Chelsea expect heavy fine after being hit with 74 charges

“The club has shown unparalleled transparency throughout this process, including by providing full access to the club’s files and historical data,” Chelsea stated. We will keep collaborating with the FA to have this issue resolved as quickly as possible. We would like to officially express our appreciation to the FA for working with the club on this intricate issue, which has involved events that occurred more than ten years ago.

The accusations follow a two-year investigation by the Guardian and foreign media partners that revealed a string of payments to agents made by businesses associated with Russian billionaire Abramovich.

It seems that Chelsea officials, Hazard’s agent, and Antonio Conte, the manager who won the title, were among the recipients of the cash. Willian’s and Eto’o’s moves seem to have been linked to further compensation.

Details of the investments made by Abramovich and super-agent Pini Zahavi in “third-party ownership” of young players around Europe were also made public by the probe. It is believed that the FA’s accusations have anything to do with the conclusions of the inquiry.
