According to the latest reports, Declan Rice is eager to sign for Chelsea.
Nicolo Schira claims that personal terms are not a problem as the defender is pushing for a Blues transfer.

Chelsea have already shelled out upwards of £200m on player signings this summer. At the back of a transfer ban, Frank Lampard has been given the green light to make a complete squad overhaul. We have seen plenty of new figures come in like Kai Havertz and Thiago Silva.
However, Chelsea are still working on thinning out the squad. Loan deals for Davide Zappacosta and Michy Batshuayi have been confirmed but more funds need to be raised. Player sales are an issue right now with clubs hesitant to spend large sums of cash through the global pandemic.
West Ham United are aware of Chelsea’s interest in Rice and want top dollar for him. At 21, he has the potential to be a future star in the Premier League. The Hammers are tipped to face a relegation battle this season and will need to hold onto their best players. If Rice were to leave, they will understandably want to be compensated fairly.
And Chelsea have been told to pay around £70m if they want to get their hands on the Englishman. That is not impossible for the Blues but improbable due to FFP regulations. There needs to be some sort of cash sales to sanction a move for Rice.
